Why TRAI say TV bill will become Cheap although Customer saying TV bill is become costly

With implementation of new regulatory framework on broadcasting and cable service TRAI chairman Ram Sevak Sharma says with this framework TV users TV bill will go down (cheap) but customer are saying that our TV bill become more costly with implementation of new rule these rules are rubbish.
So in this video we discuss what is the reason of Telecom regulatory authority of India saying again and again TV watching will become cheap and if it's true then how TV will become Cheap. So I tell those things with the help of which network capacity fees and price of pay channel or bouquet will become lower and why distributor give discount on MRP of network capacity fees, a la Carter and bouquet.
